FAQ?

  • How does it work? Once registered with ECO 3, you will get an email to register with the Learning Management System that keeps track of your progress.
  • Once registered with the Learning Management System, you have 10 days to complete the training . Should you need an extension just send an email request.
  • Re-certifications will be issued their CESCL certificate upon completion of the online course.
  • New certifications, on completion, have to register for an Interactive Virtual Field Trip Webinar on a Monday morning 8:00 AM to complete. At that time they will be able to discuss their projects and share pictures.
  • Certificates will be emailed to the registered email address Monday afternoon. If you would like your card emailed to a different address, put a note in the message field when registering or send an email on completion.

Washington Residents

As of Oct 1, 2025 The interactive portion of the new certification is subject to Washington State Sales tax.  The online portion and the re-certification training is not. To reduce the tax burden we have separated the webinar from the online portion which is not subject to sales tax.  When you register for a new certification you will add the webinar to your registration.  The sales tax is included in the Webinar registration fee.

About The Courses

New CESCL Certification

Instructor: Phil Fortunato

This is a two-day classroom and field trip course which focuses on erosion and sediment control for the construction industry. Each attendee will be registered with the Department of Ecology and be issued a numbered certificate and the certification card required for on-site Certified Erosion Control Supervisors. Certification valid for 3 years. Students must have Personal Protection Equipment PPE (hard hats, safety vests) for jobsite visit.

Subjects covered in the CESCL course include:

• Project Scheduling, & Stormwater Pollution Prevention Plan (SWPPP) planning & development
• Ecology approved Source Control BMPs
• Infiltration and dispersal methods
• Spill prevention planning
• Stormwater discharge monitoring and reporting
• Administrative record keeping
• Practical application erosion inspection review
• Permit compliance, Contract considerations
• Legal Ramifications of noncompliance: personal and corporate liability

CESCL Re-Certification

Re-certification is offered for current certifications or certifications expired not more than six months (proof required). Qualified attendees will obtain a three year certification from the class date.
The re-certification class is a condensed version of this training that will again review BMP use and implementation, storm water plan modifications (SWPPP), and permit requirements. Project Managers should consider this class for permit compliance and bidding & scheduling issues. Re-certification can also be obtained by attending the full 2 day certification class.

ODOT Erosion Control Manager Training

Oregon DOT requires contractors to have an Erosion Control Manager on each project. Contact us for an in house training to meet WSDOT & ODOT requirements in one two day training. ECO 3 provides a ODOT supplement to it’s CESCL Training for contractors wishing to be certified in Washington and on ODOT projects. Contact us to schedule a training!

ODOT does not approve trainings other then it’s own. Contractors taking the ECO 3 Supplement must also “Challenge” the ODOT exam to be certified. Prerequisite ODOT Erosion Control Fundamentals – or Washington CESCL

Companies with 5 or more may have the exam at their location.

Construction Stormwater Compliance & Legal Developments - (3 hours)

  • What happens when things go wrong
  • A look at Permit Compliance, Legal ramifications and appeals to fines

Policies

Cancellation/Refund

The Attendee has one week (5 business days) prior to the start date of the selected training to cancel the registration for a full refund. If cancellation occurs within one week of the class (less than 5 business days) the Attendee may transfer to another class or request a refund less any costs (typically $25/per day of training). Registration without payment in advance does not guarantee placement in the training. If ECO 3 needs to cancel or re-schedule a training, Attendee may request a full refund or attendance at a future training at no additional cost.
